Job Summary

Help play an important role in the health of Minnesotans and contribute to the well-being of our state. The Evaluation Unit of the Injury and Violence Prevention Section (IVPS) is seeking a dynamic and dedicated Research Scientist 2 to be an Injury Program Evaluator.

Responsibilities of the role include, but are not limited to:
  • Design and conduct evaluation and analysis of mixed method data to document program activities and outcomes in IVPS.
  • Disseminate evaluation information and reports to program staff, stakeholders and funding agencies.
  • Conduct reviews and monitor research findings to ensure that evaluation activities are consistent with program plans/visions.
Work may be conducted in-person in one of the Minnesota Department of Health (MDH) district offices or as telework for applicants who reside in MN, IA, WI, ND, or SD, based on the business needs of the unit and supervisor discretion. Position location will be determined by the top candidate and will be based out of the closest MDH office location: Bemidji, Duluth, Fergus Falls, Marshall, Rochester, St. Cloud, or St. Paul. Attendance to monthly in person meetings in St. Paul is required in addition to quarterly meetings and occasional travel for meetings across the state. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Qualifications

Minimum Qualifications

Three (3) years of experience designing and implementing health-related programs or policy evaluation and data analysis. Experience must include two or more of the following:
  • Development of evaluation plans, data collection tools, and data dissemination reports.
  • Conducting qualitative and quantitative evaluation.
  • Gathering and organizing data and utilizing findings to support policy and planning initiatives.
A degree in community health, epidemiology, environmental health, public health administration, psychology, or related field may count towards experience as follows:
  • Associate's = 6 months
  • Bachelor's = 12 months
  • Master's = 18 months
  • Doctoral = 24 months
Additional qualifications to be assessed at interview:
  • Familiarity with mixed-methods, needs assessment and community asset mapping, process evaluation, and impact evaluation.
  • Skills in collecting, analyzing and presenting evaluation data.
  • Knowledge of individual and community health and resilience as they relate to injury and violence prevention best practices.
Preferred Qualifications
  • Experience evaluating injury and violence prevention topic areas such as suicide prevention, mental health promotion, substance use and overdose prevention, and promotion of shared protective factors.
  • Experience with Indigenous evaluation methods and knowledge of Indigenous Data Sovereignty practices.
  • Experience with community-engaged, trauma-informed, and participatory evaluation practices.
  • An understanding of the CDC framework for program evaluation in public health.
  • An understanding of Shared Risk and Protective Factor approach to health promotion.
Additional Requirements
  • Must successfully pass a background and reference check.
  • This employment does not require a valid driver's license, but it does demand occasional travel, which the candidate will be responsible for meeting.
  • The successful candidate under U.S. Citizen and Immigration Services regulations must be able to accept work in the U.S. by the day employment begins. The agency is unable to offer H-1B sponsorship.
